Due to COVID-19, you have a unique opportunity to carry over your full balance of unused Health Care FSA funds from 2020 to 2021. Normally, you can only carry over up to $550 of unused funds, and you lose anything above that amount. Here are answers to common questions below that may help you.
Q. Does the amount carry over even if I didn’t enroll in a Health Care FSA for 2021?
Yes. Please see the question below about when the carryover funds will be available to you.
Q. Does the carryover affect the $2,750 limit for 2021?
No. You can contribute the full $2,750 for 2021. Note that the carryover will be added to your 2021 account even though Your Benefits will show only your 2021 election amount.
Q. When can I use the carryover funds?
The carryover funds will be available to you after the 2020 run-out period ends March 31, 2021, and all the 2020 claims have been processed.
Q. I enrolled in the HSA option for 2021. Did that affect my Health Care FSA carryover funds?
Yes. If you enrolled in a Health Savings Account (HSA) for 2021, your carryover funds will be “limited purpose.” That means the money may only be used for vision and dental expenses until your medical deductible is met. Once your medical deductible has been met, you can use your Health Care FSA money (including the carryover) for medical expenses, too. Note that if you enroll in the HSA option, you will not be eligible to use the FSA debit card.
Q. Does the carryover apply to Dependent Care FSAs?
Yes, but only for 2021 as allowed under the Omnibus Budget Reconciliation bill. Normally, you lose any unused Dependent Care FSA funds.
